Disabilities/Special Education
Donovan K. v. PA Department of Public Welfare (Eastern District of Pennsylvania, filed March 2009, settled May 2010)
This case, resolved in May 2010, sought early intervention services for very young, medically fragile children with multiple disabilities who are living in nursing facilities.

This administrative complaint concerns delays and gaps in early intervention services for children in Philadelphia county.
Residency and Enrollment
A.E. v. Carlynton School District and Zahorchak (Western District of Pennsylvania, filed October, 2009)
This case, resolved in 2010, sought to prevent the disenrollment of homeless children living in an "interfaith hospitality network" shelter, and to establish general rules concerning school enrollment of homeless children.

L.R. v. Steelton-Highspire School District (Middle District of Pennsylvania, 2010)
The U. S. District Court for the Middle District of Pennsylvania ruled in favor of a homeless child, who sought to continue in the school district that he had attended for many years, even though he was living temporarily in a different district. .
Velazquez v. East Stroudsburg Area School District (PA Commonwealth Court, 2008)
Commonwealth Court ruled in favor of ELC’s argument that child who lived with grandmother had right to attend school in grandmother’s district under Pennsylvania law.
