How many students in PA have disabilities and where are they being served?

During School Year 2004-2005, 284,126 students between the ages of 3 and 21 received special education services from their local education agencies. More than half were classified as "learning disabled," and 14% were educated outside the regular classroom for more than 60% of the school day. For more statistics on who these children are, where they are being educated, and more, see Pennsylvania Department of Education, Special Education Statistical Summary, 2004-05. For national comparisons, see National Center for Education Statistics.

How well are students with disabiliites achieving?

In general, children with disabiltiies continue to lag far behind their non-disabled peers as measured by the PA statewide assessment (the PSSA), and the longer they are in school, the worse they perform. In the 2004-05 school year, almost 60% of 3rd graders with IEPs scored proficient or better in math, but less than 10% of 11th graders with disabilities met or exceeded the proficiency standard. 35% of 3rd graders with disabilities met or exceeded standards in reading, but only 17.9% of 11th graders scored at or above the proficient level. For more information, see PA Dept. of Education, PSSA Results.
