A TRAINING OPPORTUNITY FROM THE EDUCATION LAW CENTER-PA

The following training opportunity is on the Early Intervention System in Pennsylvania. The training is intended for parents, parent advocates, early intervention service providers, early childhood educators, service coordinators, case managers, attorneys, and other interested persons.

Please note that there are NO Act 48 Credit Hours available for this training.

Although this training is free, you must pre-register by April 14, 2010 to secure a space.

Early Intervention (Birth through Age 5): Legal Myths & Legal Realities & Developing Inclusive Early Intervention Programs

The early intervention (EI) system in Pennsylvania can be mysterious to many families.  This presentation is designed to demystify that system.  EI is a statewide system of programs, services, and supports for young children (birth to age 5) and their families.  EI is designed to enable young children with developmental delays and other disabilities to participate fully in early childhood experiences at home, in early childhood education programs, and in their communities.   Appropriate EI services improve long term educational outcomes and foster increased independence for young children.


Topics include:

        Legal rights of children to appropriate early intervention services (birth to age 5);

        How the system is suppose to work – from eligibility (birth to age 5) to decisions about what, when, and where services can and should be provided;

        What to do when it is not working – how to resolve disputes between parents and EI providers, and what happens to a child’s services while the dispute is pending;

    •    Tips for ensuring inclusive EI – understanding the terms “natural environment” and “least restrictive environment” within  early childhood education; and

        Information and resources for parents and advocates.

The training session is being presented by Nancy Hubley, Esq., Director — Pittsburgh office of the Education Law Center and Jenny Lowman, Director of Client Services & Training with the Education Law Center-PA.

The training will be held on Wednesday, April 28, 2010 from 9:30 a.m. – 12:00 p.m. at 24 locations throughout Pennsylvania.
