ELC Submits Comments on New Early Intervention Procedures.
ELC joined with other leading advocates for young children in Pennsylvania to submit comments to the Office of Child Development and Early Learning (“OCDEL”) regarding its new procedures for the Commonwealth’s Early Intervention (“EI”) complaint system under both Part B and Part C of the Individuals with Disabilities Education Act (“IDEA”). Early childhood education, including EI, plays a vital role in the learning and social development of all children, and especially those with disabilities. The new EI procedures are an important step to ensuring that a strong administrative complaint system for EI is accessible, effective, and operated consistent with federal and state law. A robust complaint system is essential to ensuring that Pennsylvania’s young children receive the early intervention to which they are entitled and that the state is fulfilling its legal obligations.
