In March 2025, the Pennsylvania Department of Education (PDE) launched a new complaint system to report educational concerns regarding students who are “publicly placed” in residential facilities by courts or county children & youth agencies. Examples include juvenile justice placements, child residential facilities, detention centers, and state prisons. ELC-PA’s tool, downloadable below, facilitates the filing of such complaints, which can be submitted by anyone on behalf of a specific student or all students.
