This new report, Supporting Success for Pennsylvania’s Students in Foster Care: Data, Outcomes, and Stories from the Field, providing analysis and policy recommendations on the educational outcomes of students in foster care in Pennsylvania, is published by Education Law Center-PA and Pennsylvania Partnerships for Children. In 2022-23, over 8,800 students in foster care were enrolled in public education in the state. The report was released as part of National Foster Care Month to bring attention to issues impacting youth in care.
The report relies on statewide data that has not previously been disclosed and breaks new ground by detailing the educational outcomes and glaring inequities for Pennsylvania children and youth who are in out-of-home care. It offers six key policy recommendations to address clear systemic failures. These recommendations draw on ELC’s representation of students in foster care and conversations with educational liaisons across the state who work with students in care.
