Challenging Sex or Gender Based-Harassment at School: Student Rights and Complaint Options

Gender-based violence and sexual harassment are widespread problems in K-12 schools throughout the country and in Pennsylvania. For example, nearly half of students in grades 7-12 reported experiencing sexual harassment in the 2017-18 school year. The U.S. Government Accountability Office has found that K-12 students who experience hostile behaviors, including sexual harassment and assault, are more likely to experience depression and anxiety as well as decreased participation and achievement in school. Students have the right to be free from sex- or gender-based discrimination, harassment, and violence at school.
